Ba't nakalulusot sa airport ang may droga?

MALAKING palaisipan kung bakit nakalulusot sa Philippine airport
ang mga Pinoy “drug mules” at nakapagdadala ng illegal drugs sa China, Macau at Hong Kong. Kasi’y ipinagmamalaki ng airport authorities, na mayroon na silang mahusay na detector para makita ang dalang droga. Bukod doon, meron ding K-9 dogs na umaamoy sa mga naka­tagong droga. Kaya imposibleng makalusot pa ang mga droga kahit na ilagay pa sa pinakatagong bahagi ng baggage. Makikita pa rin kahit na ilagay sa tagong bahagi ng katawan. Kahit na nga nilulon na ng “drug mules” ang illegal drugs, makikita pa rin. Kagaya ng isang Pinoy na natiklo sa Ninoy Aquino International Airport (NAIA) na nilulon ang sandamukal na heroine nang papasok na ito sa loob ng airport.

Masyadong mahigpit ang awtoridad sa mga magpu­ puslit ng droga kaya naman nakapagtataka na marami pa palang nakalulusot. Ngayon ay tumitibay ang hinala na mayroong kakutsaba sa airport ang mga Pinoy na nakalulusot. Pera-pera na ang usapan kung bakit hindi natutunugan o nakikita ang dalang droga. At tiyak na hindi birong pera ang kapalit kapag ang isang “drug mules” ay nakalusot sa Philippine airport. Ang masakit nga lamang, pag­dating nila sa bansang destinasyon ay doon sila natitiklo. Nawalang lahat ang pagsisikap para ma­ilusot ang illegal drugs. Karaniwang inilulusot na droga ay shabu at heroine.

Karaniwang natitiklo na “drug mules” ay mga babae. Sa kasalukuyan, 183 Pinoys ang nasa kulungan sa China dahil sa pagpapasok ng illegal drugs. Karamihan sa mga ito ay babae at pito sa mga ito ay hinatulan na ng parusang kamatayan. Noong 2008, nasa 111 Pinoys ang nahuli dahil sa illegal drugs.

Paano nakalusot ang “drug mules”? Hindi na ka­ilangang itanong pa. Pera-pera lang ang katapat. Ma­raming corrupt na airport personnel at hina­hayaang makaalis ang may dalang droga. Basta nata­palan sila ng pera ay okey na. Kaya huwag nang magtaka kung dumami pa ang mga mabibitay at mabu­bulok sa kulungan sa ibang bansa, gaya ng China.

Reversing reforms

Back in 2006, with midterm elections approaching, the Department of National Defense under Avelino Cruz forged an agreement with the Commission on Elections to insulate the Armed Forces of the Philippines from politics. Under the agreement, AFP members were pulled out as bodyguards of politicians. The Comelec could deputize military personnel only in cases of “serious armed threats to the electoral process” that could not be addressed by the Philippine National Police and other law enforcement agencies.

The agreement was forged in the shadow of accusations that AFP officers played a role in the vote-rigging scandal involving former Comelec commissioner Virgilio Garcillano during the 2004 presidential race. The agreement barred AFP members from any partisan political activity, except to vote, on pain of relief from duty and possible prosecution by a military court. AFP members were barred from entering a polling place except to vote, or entering a place where election returns were being canvassed. Also prohibited were the use of all AFP equipment for partisan political activity, and the transfer of canvassing proceedings to military camps or facilities.

Now those reforms could be reversed if the Comelec does not study carefully its resolution to tap the AFP once again for bodyguard duty in the 2010 elections. The resolution was passed amid the government’s avowed effort to dismantle politicians’ private armies, mostly consisting of militiamen. Acting Defense Secretary Norberto Gonzales, a politician with dangerous ideas who likes to paint a scenario of a failure of elections, is eager to finalize the rules with the Comelec. The massacre of 57 people in Maguindanao, attributed to the Ampatuan clan and their private army, prompted the move.

Comelec Chairman Jose Melo should study the plan closely before committing himself to the return of a politicized AFP. With an election gun ban in force and private armies supposedly disbanded, politicians still have the organization that is tasked to ensure public safety: the PNP. The 2006 agreement still allows the Comelec to deputize the AFP, but only when the PNP fails to carry out its task. The seeds of a depoliticized, professional AFP are just starting to take root. The Comelec should not be a party to the reversal of hard-won reforms.

Pagbuwag sa mga police detachment

MARIIN ang utos ni Philippine National Police (PNP) chief Dir. Gen. Jesus Verzosa na buwagin ang lahat nang police detachments sa mga bayan at city hall. Ito ay para hindi mapagdudahan ang PNP na may pinapanigan sa panahon ng election. Hindi umano dapat makisangkot ang lahat ng pulis sa partisan politics. Nararapat lamang na maging neutral at gampanan lamang ang tungkulin na protektahan at pagsilbihan ang taumbayan.

Ang mga mayor ay may supervisory powers sa mga pulis sa kanilang lokalidad. Nasa batas na maaaring magbuo ng special police unit ang mga mayor na naka-detail sa kanila. Walang ibang su­sun­din ang mga pulis kundi ang mayor. Halos lahat ng mga mayor sa buong bansa ay may detachments at ang mga pulis na miyembro nito ay walang ibang pinaglilingkuran kundi ang mga mayor. Kaya kapag nakagawa ng kalokohan o pang-aabuso ang mga pulis na nasa ilalim ng kapangyarihan ng mayor, walang kinapupuntahan ang kaso sapagkat inaar­bor ng mayor. Kawawa ang sibilyan na nakaengku­wentro ng pulis na naka-detail sa mayor.

Sinabi ni Verzosa na hanggang sa unang linggo lamang ng Enero ang palugit para buwagin ang mga police detachment. Mananagot aniya ang mga pulis na hindi susunod sa direktiba. Pag nabuwag na ang police detachments, nararapat nang bumalik sa kanilang mother unit ang mga pulis. Kapag naka­balik na sa mother unit ang mga pulis maiiwasan na ang partisan politics. Nawawala rin ang respeto ng mga pulis na nasa ilalim ng mayor sa kanilang mga pinuno.

Nararapat lamang na mawala sa poder ng mga mayor ang pulis. Umaabuso ang mga pulis at hindi na ang taumbayan ang kanilang pinaglilingkuran kundi ang mga mayor. Isang halimbawa rito ay ang mga pulis sa Maguindanao na ang mga Ampatuan ang pinaglilingkuran. Pitong opisyal ng pulis sa Maguindanao ang maaaring masibak sa puwesto dahil sa pag-“cover up” sa Maguindanao massacre. Hinayaan nilang mapatay ang 57 sibilyan na kinabibilangan ng 30 mamamahayag.

Ang aksiyon ni Verzosa na pagbuwag sa police detachments ay malaki ang maitutulong para ma­ging mapayapa ang 2010 elections. Kadalasan na nagiging goons ng pulitiko ang mga pulis. Kahit na ano ang iutos ng mayor sa mga pulis ay susundin. Nagmistulang mga tuta na sa isang kumpas ay susunod. Kalabisan pang sabihin na hinihimod nila ang paa ng mga mayor.

Porous jails

In March 2005, a riot erupted at the detention center of the National Capital Region Police Office at Camp Bagong Diwa in Taguig. The center held the largest group of high-risk inmates in the country, among them Abu Sayyaf terrorists and kidnappers. Notorious Abu Sayyaf bandits Ghalib “Robot” Andang and Alhamser Mantad “Kosovo” Limbong grabbed the weapons of their jailers, killed three of them plus a detainee, then held about 100 other inmates hostage on the third floor of the jail facility. After a daylong standoff, special police teams stormed the jail and gunned down 16 of the inmates including Andang.

The riot prompted calls for better security at all detention facilities nationwide, particularly the one at Camp Bagong Diwa. That was nearly five years ago. How much improvement has been made?

Still not enough, according to NCRPO officials themselves. The police command in Metro Manila is preparing for the possibility that suspects in the Maguindanao massacre, among them members of the Ampatuan clan, might be detained at Camp Bagong Diwa. The camp jail currently holds 217 inmates classified as high-risk, including members of the separatist Moro Islamic Liberation Front and the Abu Sayyaf. A recent survey of NCRPO detention facilities showed a lack of basic surveillance equipment such as closed-circuit TV cameras. Jail guards also lack training for the job, according to police officials.

Wherever the suspects in the Maguindanao massacre are detained, everything must be done to prevent them from escaping. A riot could precipitate a mass jailbreak. Or else someone could allow the top suspects to walk to freedom. It wouldn’t be the first such case in the annals of the Philippine National Police.

Jemaah Islamiyah bomb maker Fathur Rohman al-Ghozi, the Indonesian terrorist convicted in connection with the Rizal Day 2000 bombing of the Light Rail Transit and other spots in Metro Manila, escaped from PNP headquarters at Camp Crame together with two Abu Sayyaf suspects, on the day that the prime minister of Australia was visiting Manila. Pentagon kidnap gang leader Faisal Marohombsar also escaped from Camp Crame. Only recently, MILF members raided the Basilan provincial jail and freed 31 inmates, at least one of them a commander of the separatist group. Those behind the Maguindanao massacre have greater capability than the MILF to stage similar jailbreaks. The government must do everything to prevent this.

Kahalagahan ng HB 6905 o Philippine Standard Time 

MARAMING kagandahang maidudulot kung may sariling official time ang isang bansa. Sabay-sabay na gagawin ang mga mahahalagang selebrasyon. Kung sa Luzon ay eksaktong 12:00 ng madaling araw, ganito rin ang oras sa Visayas at Mindanao. Kung sa Luzon ay 7:00 ng umaga, ganito rin sa Visayas at Mindanao. Kaya kung magsasaga­wa ng flag ceremony ng 7:00 a.m. sabay-sabay itong gagawin. Kung magseselebra ng Bagong Taon o Christmas at iba pang mahalagang pagdiriwang ay sabay-sabay gagawin. Ang ganda di ba?

Kaya maipagkakapuri ang House Bill 6905 o ang Philippine Standard Time (PST) na ang pangunahing awtor ay si Valenzuela Rep. Magtanggol Gunigundo. Naipasa na sa huling pagbasa ang House Bill 6905 noong Biyernes. Nakatakda itong itransmit sa Sena­do para sa consideration. Bukod kay Gunigundo, 19 pang mambabatas ang nagsulong ng ganito ring batas dahil napansin nilang walang opisyal na oras sa bansa. Umano’y ang Pilipinas lamang dito sa Asia ang walang opisyal na oras. Sa ibang bansa, katulad sa Saudi Arabia at UAE, naka-synchronized ang kanilang orasan at kapag dumayal sa telepono maa­aring makuha ang kanilang official time, walang labis walang kulang.

Mahalaga ang may PST kaya naman malaking tulong ang nagawa ni Gunigundo at pati na rin ang iba pang mambabatas na nagsulong nito. Sa tagal ng panahon, ngayon lamang may mga mambabatas na nagkaroon ng panahon na pagtuunan ng pansin ang pagkakaroon ng opisyal na oras.

Ngayong may opisyal na oras na para sa buong bansa, sana rin naman ay mabago na ang ugali ng mga Pinoy na laging naaatrasado sa kanilang appointments o commitments. At karaniwang may mga ganitong ugaling pagli-late ay mga mamba­batas mismo. Marami sa kanila na laging late kapag may session kaya naman maraming batas ang hindi agad maipasa. Alisin na sana ang ugaling atrasado kung dumating. Walang kuwenta ang pagkakaroon ng opisyal na oras kung late din naman sa takdang usapan o appointment. Magandang pasalubong sa 2010 ang HB 6905.

Early voting

In the wake of the Maguindanao massacre, the Commission on Elections, Congress and Malacañang look likely to approve early elections in the Autonomous Region in Muslim Mindanao. This will allow the Comelec and its deputized agencies to focus resources on ensuring that the elections in the ARMM will be peaceful, orderly and clean. This has long been a challenge in the conflict areas of Mindanao, where vote-rigging scandals have undermined the credibility of electoral exercises, including those in 2004 and 2007.

Maguindanao remains under a state of emergency, but violence was not the only problem in previous elections in the province and other parts of the ARMM. Lintang Bedol, provincial Comelec supervisor, claimed to have lost election returns in the 2007 Senate race. He subsequently reported the recovery of the returns, which showed administration candidates leading their opposition rivals. Results nationwide later showed the opposition clobbering the administration team.

In the 2004 presidential race, Mindanao was also at the heart of the vote rigging scandal involving Comelec commissioner Virgilio Garcillano. But vote rigging goes back a long way in the south. During the Marcos regime, a standing joke was that even the dead voted in Mindanao. A popular story at the time was of a provincial warlord asking Ferdinand Marcos to tell him exactly how many votes the dictator wanted as a margin of victory during elections.

The “Hello, Garci” scandal, still not resolved conclusively since it erupted in 2005, eroded the legitimacy of the Arroyo administration, dividing the nation and adversely affecting governance. There should be no crisis of legitimacy when a new government takes over next year.

If elections in Maguindanao and the ARMM will be held ahead of the rest of the country next year, the move should serve its purpose, which is to make the elections reflect the true will of voters. The risk of violence is unusually high in a region where local politicians are ready to slaughter their rivals and innocent civilians. This situation was exploited in the past to manipulate the vote. The risk is still there, especially since the country will be conducting its first fully automated elections next year. An early vote in the ARMM should set the tone for peaceful and clean elections in May.

Pag-asa ang tanging kahulugan ng Pasko

SA isang lumabas na survery kamakailan ng Social Weather Stations, 96% ng mga Pinoy ay nanini­walang gaganda ang kanilang buhay sa papasok na taon. Malaki ang kanilang pag-asa na magka­karoon nang magandang buhay sa kabila ng mga dinanas na kala­midad at trahedya sa buhay. Malaki ang kanilang paniwala na ang mga kirot at sakit na nara­nasan sa 2009 ay ganap na mapapawi at ang sugat ay ganap na maghihilom.

Para sa mga nabiktima ng bagyong “Ondoy”’ malaki ang kanilang paniwala na ang naranasang kalamidad ay isa lamang pagsu­bok sa kanilang buhay at muli silang makababangon para maipagpatuloy ang buhay. Ngayong Pasko, marami sa mga napinsala ni “Ondoy” sa Marikina, Cainta, Pasig, Quezon City at iba pang lugar sa Metro Manila ay unti-unti nang nagkaroon ng ngiti sa kani­lang mga labi. Palatandaan na malaki ang kanilang pag-asa. Marami sa mga napinsala ang naita­yo na ang kanilang mga bahay. Nakapagsisimula nang muli. Ang ilan, mayroon nang nakasabit na parol sa bintana ng kanilang bahay. Mayroon nang Christmas Tree na naiilawan sa ka­nilang salas na minsan nang nilamon ng tubig.

Rumagasa ang tubig noong umaga ng Setyem-bre 26, 2009 dulot ni “Ondoy” at sa isang iglap, naging isang malawak na katubigan ang maraming lugar sa Metro Manila. Grabeng napinsala ang Marikina at Ca-inta kung saan ang mga tao ay nag-akyatan sa bubong ng kanilang mga bahay. Doon na sila nagpalipas        nang mahabang oras hanggang sa mailigtas. Marami ang namatay at maraming ari-arian ang nawasak.

Kung masakit ang nangyari sa mga nabiktima ni “Ondoy” mas masakit ang nangyari sa 57 biktima      ng masaker sa Maguindano noong Nobyembre 23, 2009. Karamihan sa mga minasaker ay 30 miyembro ng media na kasama sa konboy ng mga kaanak ng kan­di­dato. Masyadong karumal-dumal ang pangya­yari sapagkat siniguro na patay na lahat ang 57. Pag­ka­tapos patayin, ang ilan ay inilibing sa hukay para mapagtakpan ang pangyayari.

Pangunahing suspek ang mayor ng Datu Unsay na si Andal Ampatuan Jr.Masyadong sariwa pa ang sugat ng Maguindanao massacre. Karamihan sa mga napatay ay may mga pamilya. May naiwang asawa at mga anak. Ngayon ang unang Pasko na hindi sila kasama. Tiyak na bubuhos ang luha pagsapit ng Noche Buena. Kikirot ang sugat.

Ganoon pa man, malaki ang kanilang pag-asang nakikita na makakamit din ang hustisya sa lalong ma­daling panahon. At siguro, maaari na silang maka­ngiti. Maaari nang salubungin ang mga susunod pang mga Pasko at Bagong Taon.

Celebration 

As in previous years, a majority of Filipinos expect a happy Christmas in 2009, according to a survey conducted by Social Weather Stations Inc. This is despite all the bad news in the year that is about to end. Filipinos are generally cheerful and optimistic, and the most joyous season in the Christian world gives the faithful even more reason to celebrate life’s blessings.

Bishops reminded the faithful that Christmas is about Jesus Christ, and not just gifts and partying. In recent years concerns have been raised that modern life has left little room for matters of the spirit. The frenetic pace of preparing for Yuletide gatherings leaves little time for remembering that the season is all about the birth of the baby Jesus.

But the gathering of relatives and friends, and the goodwill that goes with the giving, are also a celebration of a key teaching of Christ, which is to love one another. Christians remember the birth of Jesus in Masses throughout the day, and in the season’s messages of faith, hope and charity. When grievous tragedies struck during year, Filipinos displayed those virtues in abundance. Today those virtues are highlighted in the annual celebration of the birth of Jesus Christ.

A peaceful, joyous Christmas to all!

Kawawa naman ang teachers

HINDI pala naibigay ang performance bonus ng mga guro. Kawawa naman sila. Kaya pala mas­yadong nalungkot ang isang gurong nainterbyu ng TV patrol noong Miyerkules ng umaga sa isang bus station sa Araneta Center, Cubao. Sabi ng guro, ibibigay daw ng Department of Education (DepEd) at Department of Budget and Management (DBM) bago magpasko ang bonus na P10,000 pero hindi nagkatotoo ang sinabi. Sabi ng guro, umasa raw siya sa sinabi ng DepEd at DBM. Baka raw maka­lipas na ang Bagong Taon saka ibibigay ang bonus. Nangdelihensiya na raw lang ang guro ng perang dagdag sa kanyang baon patungong probinsiya. Bakas sa kanyang mukha ang kalungkutan.

Kaya hindi masisisi ang samahan ng mga guro na maghimutok dahil sa kabiguan nilang makamit ang hinihintay na bonus. Masyado na raw naaapi ang mga guro. Lagi na lang daw naisasantabi ang kapa­ kanan ng mga ito. Mababa na nga raw ang suweldo ay pati ang kanilang bonus ay hindi mai­pag­kaloob   sa tamang oras. Nangako pang ibibigay isang araw bago mag-noche buena ang bonus pero hindi nagka­­ro­ on ng katuparan. Pinaasa lang ang mga kawawang guro na nag-imadyin na ng ibibili sa bonus.

Isang samahan ng mga guro, ang Teachers Dignity Coalition (TDC) na pinamumunuan ni Benjo Basas na ang hindi pagre-release ng DepEd at DBM sa performance bonus ay malaking dagok sa dig­nidad at moral ng mga katulad nilang guro. Inaasa­han na raw nila ang bonus para maipambili ng kani­lang ihahanda sa noche buena. “Masyado na ka­ming nakakalimutan at napababayaan ng gobyer­nong ito. Hindi naa-appreciate ang aming ginagawa para sa bansa,” sabi ni Basas.

Agad namang dumepensa ang DepEd sa kabi­guan nilang maibigay ang bonus. Hindi raw ang DepEd ang dapat sisihin kundi ang DBM na nagpo­proseso ng pagre-release ng bonus.

Nagtuturuan na naman ang mga ahensiyang sangkot sa pagbibigay ng bonus. At habang nagtu­turuan, ang mga guro naman ay hindi malaman kung saan hahagilap ng perang panggastos sa kanilang pangangailangan. Maaaring sabihin na nakaliligtaan nga ng gobyerno ang mga kawawang guro.

Kung ngayong Pasko ay nakalimutan ang mga guro, paano pa sa May 2010 elections na kailangan ang kanilang serbisyo. Hindi kaya makaligtaan uli sila? Huwag naman sana. Lubha nang kaaawa-awa ang mga guro. Ibigay nang advance ang para sa kanilang pangangailangan.

Christmas tragedy 

The Christmas season is also a season of deadly maritime disasters in this country. It’s a peak season for travel; people want to spend the holidays with relatives and ships are fully booked or overloaded. Ship crew-members who work through the holidays celebrate the traditional way, by drinking and engaging in other forms of merriment. The worst peacetime maritime disaster in the world occurred on Dec. 20, 1987, when more than 4,300 people died in the collision of the Manila-bound ferry Doña Paz with the oil tanker Vector. An inquiry showed that most of the crew of the Doña Paz, owned by Sulpicio Lines, were drinking or watching TV, with the ship captain watching a movie on Betamax.

It’s still not known if anyone was keeping watch when the passenger ship Catalyn B collided with the fishing vessel Anatalia near the mouth of Manila Bay last Christmas Eve. The wooden-hulled Catalyn B now lies 228 feet at the bottom of the sea. Authorities fear that many of the passengers still missing could have gone down with the ship, with no hope of being recovered. Coast Guard personnel have equipment for diving no deeper than 150 feet.

The passenger vessel, which left Manila’s North Harbor early in the morning of Dec. 24 on its way to Mindoro, stood no chance against the steel-hulled Anatalia, which was returning to the Navotas Fishport from a fishing trip in Palawan. At 2:25 a.m., the two vessels collided at the mouth of Manila Bay, opening a hole in the Catalyn B. Reports said it took only 10 minutes for the ship to sink completely. The Anatalia sustained barely a scratch.

Coast Guard officials said the two vessels apparently did not follow the rules for passing ships. The public also wants to know if wooden-hulled vessels are allowed to ferry up to 73 passengers and crew as the Catalyn B did. In this archipelago of 7,100 islands, ferries are affordable and popular modes of transportation. Yet the safety of maritime travel has improved only slightly since the Doña Paz and Vector collided. One reason is that shipowners get off lightly when their vessels figure in disasters. With no accountability on the part of the industry, and no will on the part of the state to improve and enforce maritime safety rules, the latest maritime disaster will not be the last.

Lasing na drayber kastiguhin ng MMDA 

TUMATAAS ang bilang ng mga aksidente sa kal­sada. At ayon sa Metro Manila Development Authority (MMDA) ang pagmamaneho ng lasing ang dahilan kaya sunud-sunod ang mga aksidente. Hindi lamang umano drayber ng bus, kotse, jeepney at taxi ang nasasangkot sa aksidente kundi pati mga dray­ber ng motorsiklo. Lasing din ang mga nagmomo­torsiklo. Gaya ng nangyari nung bisperas ng Pasko. Isa ang namatay at isa ang nasugatan nang bu­mangga ang kanilang motorsiklo sa konkretong harang sa IBP Road, Batasan, Quezon City. Magka­angkas ang dalawa at galing sa Christmas party, mga lasing umano ang dalawa ayon sa MMDA.

Noong Lunes ng gabi, isang lasing na empleado ng Bureau of Internal Revenue (BIR) ang nasugatan nang ibangga niya ang kotseng minamaneho sa MMDA fence sa kahabaan ng EDSA malapit sa Santo­lan flyover. Ayon sa driver, iniwasan niya ang taxicab. Pero nang imbestigahan ng MMDA enforcers, napag-alamang lasing ang driver sapagkat galing sa Christmas party. Ang mas matindi pa, natuklasang walang lisensiya ang driver. Sabi ng MMDA nahaha­rap sa maraming kaso ang driver kabilang ang pag­babayad sa ari-ariang kanyang napinsala dahil sa pagmama­neho nang lasing.

Dalawa lamang ito sa maraming aksidente na nang­yari dahil sa pagmamaneho nang lasing. Nga­yong panahon ng Kapaskuhan, mas marami ang naitatalang aksidente sapagkat karamihan ay dumalo sa party. Yung iba, kahit hindi na makagulapay sa kalasingan ay pipilitin pa ring magmaneho. At ang resulta ay malagim na aksidente.

Ang tumataas na bilang ng mga aksidente sa lansangan dahil sa pagmamaneho ng lasing lalo nga­yong panahon ng Kapaskuhan ay nakaalarma sa pamunuan ng MMDA. Nagbabala si MMDA general manager Robert Nacianceno sa mga nagmamaneho nang lasing na pipigilin sila ng traffic enforcer. Kahit na raw walang batas na nagpaparusa sa pagmama­neho nang lasing, pipigilin pa rin nila ang mga mapa­pansin o makikitang drunk drivers. Papayuhan daw nila ang mga ito na huwag nang ituloy ang pagma­maneho sapagkat mapanganib. O kung mayroon daw kasama ang lasing na driver, ito na lamang ang kanilang aatasang magmaneho.

Nararapat na talagang bantayan ng MMDA ang mga lasing na driver. Dapat na silang kastiguhin sa­pag­kat marami silang dinadamay sa kanilang pag­kasugapa sa alak. Panawagan sa MMDA, huwag     lang kung Pasko gawin ang pagmamanman, gawing araw-araw at palagian.

Hazardous business 

Apart from deadly maritime disasters during the holiday vacation rush, there is another killer during the Christmas season. Before dawn on Christmas Day, a fire destroyed 15 stores selling fireworks in General Santos City. The fire left at least three people dead.

A tricycle driver reported seeing a man light a “baby rocket” apparently to test it. Instead of shooting up into the air, the “rocket” landed on one of the many fireworks displays in the shopping center, triggering the blaze. In less than a minute, an entire block was on fire, the tricycle driver said.

From manufacturing to retailing, the fireworks industry is a hazardous business. Almost every year a fireworks manufacturing operation is hit by an accident that triggers explosions and a fire. Almost always the accident claims lives. Such accidents often hit the primitive backyard operations that still proliferate in places such as Bulacan. But the accidents have also destroyed larger operations as well as retail outlets such as the one in General Santos. Even a cigarette stub, still smoldering and carelessly discarded, can set off a deadly conflagration in a fireworks plant or retail outlet.

Apart from such risks, many workers in this industry are exposed to health hazards. The workers toil half-naked, their skin covered with toxic substances, often with just galvanized iron sheets to protect them from the elements.

A law has been passed to regulate the fireworks industry, but little change has been seen in enforcing safety rules. Firecrackers that have been banned for being too powerful or for posing health risks continue to be sold openly across the country. Enforcement of safety rules is most lax at the manufacturing stage. In many operations, safety rules are unheard of and go against tradition. Though the danger seduces some fireworks users, many other consumers have started shunning fireworks due to safety concerns. Putting a premium on safety will be a boon for the industry.

Ipagbawal ang pagbiyahe ng mga lumang barko 

HINDI pa natatapos ang imbestigasyon sa pag­bangga at paglubog ng M/V Catalyn B na ikina­matay ng tatlo katao, isa na namang pampasa­he­rong barko ang lumubog na ikinamatay naman ng apat na katao. Ang mga lumubog na barko umano ay mga luma na at kailangan nang igarahe pero pi­nagkakakitaan pa. Gaano pa karami ang ganitong mga barko na sinasakyan ng mga pasahero at sa halip na dalhin sila nang ligtas sa kanilang lugar na patutunguhan, ay sa libingan pala sila dadalhin. Ngayong panahong ito na maraming tao ang umuuwi sa kanilang probinsiya para idaos ang Pasko at Bagong Taon, ang barko ang kanilang pinipiling sakyan sapagkat mura. Subalit masakit isipin na ang pagsakay sa barkong iyon ang huli nilang biyahe.

Noong Sabado, dakong 10:00 ng gabi sa karaga­tang sakop ng Batangas, lumubog ang M/V Baleno 9 na umano’y 88 pasahero ang sakay at mga cargo truck na galing sa Calapan City, Oriental Mindoro. Pagsapit umano sa may Verde Island, Batangas, unti-unti nang lumubog ang barko. Nagpanic na ang mga pasahero at nagtalunan sa tubig. Apat ang kumpirmadong patay at dalawa rito ay bata.

Ayon sa unang report, hindi umano naka-secure ang mga kargang cargo truck. Karamihan daw ay hindi nakatali kaya naging mabuway ang barko habang naglalayag. Ayon naman sa isa pang report, talagang masyado nang luma ang barko at hindi na dapat ibiyahe. Sa pinakahuling report, 63 ang nailigtas at 22 ang nawawala.

Sa kaso naman ng M/V Catalyn na lumubog noong bisperas ng Pasko, bumangga ito sa fishing boat Anatalia habang naglalayag sa may karagatang mala­pit sa Cavite. Sa lakas ng pagbangga ng M/V Cata- lyn ay nawasak ang tagiliran nito at lumubog na. Yari umano sa kahoy ang barko. Hindi umubra ang lumang barko sa fishing boat na yari naman sa bakal.

Mahaba-habang usapin na naman ang nakaamba sa dalawang lumubog na barko. Magiging abala na naman ang Marina at ang Coast Guard sa mga isasa­gawang imbestigasyon o inquiry. Tiyak na may isu­suspende na namang shipping company. Sana naman may mangyari na. Hindi rin naman dapat kalimutan ang kapakanan ng mga biktima ng paglubog.

Sa nangyaring paglubog ng dalawang barko na umano’y masyado nang luma, nararapat nang ipag­bawal ang pagbibiyahe ng mga kakarag-karag na bar­kong pampasahero. Simulan na sa papasok na 2010.

Another maritime disaster 

Two days before the Feast of the Holy Innocents, the bodies of three children were fished out of the waters near Verde Island off Batangas province. The ferry M/V Baleno-9 sank just days after the Christmas Eve collision of another ferry and a fishing boat near the mouth of Manila Bay. Three bodies were recovered and at least 24 people are still missing in that collision, with divers unable to reach the sunken ferry. In the Baleno disaster, search teams rescued 63 passengers and crew but 22 remained missing yesterday, with six confirmed fatalities.

Responding to the latest disaster, Malacañang officials said President Arroyo ordered Transportation and Communications Secretary Leandro Mendoza to spearhead a “safety audit” of all passenger vessels and review the competence of concerned agencies. The President should assign those tasks to someone else and include her transportation secretary in any competence review, since there has been little improvement in the enforcement of maritime safety rules under his watch. But the President would not fire Mendoza for signing the $329-million broadband deal with ZTE Corp., and she would not fire him now – or any of his subordinates handling maritime transportation – over an unending string of deadly ferry accidents.

What the public will get is another round of maritime inquiries that will start with great fanfare, with shipping executives summoned to face investigators and the press. The inquiries almost always end up with little more than a slap on the wrist of the shipping executives, and hardly any reforms in improving maritime transportation safety. Those inquiries simply encourage the shipping industry to go on with business as usual. No key public official has been punished for any maritime tragedy. Resigning to take command responsibility for such disasters is unheard of among public officials in this country. Instead they brazen it out, and blame the weather.

The problem for the shipping industry, and the department tasked with its regulation, is that good weather has prevailed around the country since Christmas Eve when the wooden-hulled Catalyn B collided with the steel-hulled fishing boat Anatalia. Yesterday, survivors of the sinking of the Baleno-9 said the roll-on roll-off ferry started taking in water and listed on its way to Batangas. Was a door left open? Did a vehicle on the RORO come loose from its mooring? By the time the answer is known, the story would have been forgotten, along with the urgency of improving maritime safety. The nation will remember only when another deadly sea disaster occurs.

Gaano kahusay ang Kapitan ng mga barko? 

SA kapabayaan ng kapitan ng barko, ang mga pasahero niya ang napapahamak. At maisusumpa ang mga kapitan ng barko na walang gaanong kaalaman sa kanyang trabaho. Paano naging kapitan ng barko ang mga walang alam laluna kapag nasa emergency nang kalagayan? Panahon na para mag­higpit ang mga may-ari ng shipping company sa pag­tanggap ng mga mag-ooperate ng kanilang barko.

Nang umalis umano sa Calapan City port ang M/V Baleno 9 noong alas-otso ng gabi ng Sabado, napan­sin na ng ilang pasahero na tagilid ito. Para raw hirap na hirap makapaglayag. Ganunman wala ni isang personnel ng barko ang nakapansin at nakapaglayag ang barko patungong Batangas City. Maliwanag ang buwan ng gabing iyon. Ang banayad na alon ay kumi­kislap sa paghiwa ng barko.

Lumipas ang kalahating oras, o ganap na 8:30 ng gabi, habang ang mga pasahero umano ay relaks sa kanilang mga upuan, nakarinig daw sila nang malakas ng THUG! Iyon na raw ang simula at tumagilid na ang barko. At nagsimula nang pumasok ang tubig. Napirmi na ang barko sa kabilang bahagi at ang mga kawawang pasahero ay nagsimula nang magpanik. Nagkanya-kanya nang labasan sa airconditioned room ng barko. Nagkatapakan. Nagkabanggaan. Nagkanya-kanya nang ligtas sa sarili.

Pero ang nakapagtataka raw, ayon pa sa mga nakaligtas, walang Kapitan ng barko o mga crew na nag-uutos sa mga pasahero na huwag magpanic. Walang nag-asikaso kung paano makukuha ang mga lifevest, salbabida at iba pang kagamitan na pang-emergency. Wala ni isa man na nagtuturo ng gagawin sa ganoon kahirap na sitwasyon.

Kadalasang ang mga trahedya sa dagat ay naga­ganap kapag mayroong bagyo o sama ng panahon pero sa nangyari sa M/V Baleno 9 na wala man lang sungit ng panahon, maisisisi sa Kapitan ng barko ang pangyayari. Anong klaseng kapitan meron ang Baleno 9 at hinayaang magpanic ang kanyang mga pasahero?

Nakaamba na naman ang panibagong imbesti­gasyon sa nangyaring trahedya. Sige, imbestigahan. Pagkatapos imbestigahan e paglayagin uli ang mga barkong katulad ng Baleno 9 at Catalyn B (bumangga sa Anatalia noong Pasko) at hayaang may mangyari uling trahedya.

Mini Ampatuans 

At least 54 refurbished M16 rifles intended for the provincial police were sold for P55,000 each to local politicians. For a fee, police personnel who are set to retire can get a bogus property clearance from someone at Camp Crame, headquarters of the Philippine National Police, certifying that they have turned over their government-issued firearms to the PNP. Some of the guns, illegally held, are kept for personal use by the retired cops; other guns are sold.

These are just some of the anomalies involving government-issued weapons that are being uncovered in the Autonomous Region in Muslim Mindanao, where the Ampatuan clan has built up a massive private army. The Ampatuans, according to the PNP, lobbied for the assignment of certain police officials in the ARMM, giving the clan unfettered access to PNP equipment, vehicles and weaponry.

In fact the government looked the other way during those years when the Ampatuans served the purposes of the Arroyo administration. The clan, whose members occupied until a few weeks ago practically all the top local government positions in the ARMM, supported President Arroyo and her candidates in the 2004 and 2007 elections. The Ampatuans were allowed to build up their weaponry ostensibly as a foil against the separatist Moro Islamic Liberation Front and other security threats.

In July 2006, the President issued Executive Order 546, allowing local government officials to organize Civilian Volunteer Organizations to serve as “force multipliers” against such threats, despite a constitutional ban on private armed groups. The EO was issued shortly after the public market of Shariff Aguak, capital of Maguindanao, was bombed. Five people died, but the supposed target of the attack, Andal Ampatuan, survived.

The government would not have raised a fuss over the clan’s private army, even during the forthcoming elections, if not for the deployment of that army last month against the Ampatuans’ distant relatives, the Mangudadatus, that led to the massacre of 57 people in Maguindanao. Now that the public has had a glimpse of the clan’s numerous mansions, its vast fleet of luxury vehicles, and its immense firepower, investigators should not be baffled by the source of the wealth and the weaponry.

While tracking down its weapons in the ARMM, the PNP should also turn its attention to other politicians, particularly administration allies. The Ampatuan clan isn’t the only one in the country with enormous firepower. There are many mini-Ampatuans out there, and their weapons also came from government arsenals.

Sariwa pa sa alaala ang Rizal Day bombing

EKSAKTONG siyam na taon na ang nakalilipas mula nang maganap ang Rizal Day bombing (Dec. 30, 2000). Hanggang ngayon, sariwa pa ang alaala sa mga nabiktima ng karumal-dumal na pangyayari. Itinuturing ang Rizal Day bombing na pinakamadugong pangyayari sa Pilipinas na ang may kagagawan ay ang Jemaah Islamiyah, grupo ng mga terorista mula sa Indonesia. Pinakamadu­gong pangyayari sapagkat 22 katao ang namatay at mahigit 100 ang nasugatan. Pinakamaraming namatay sa Light Rail Transit (LRT) na kinabibi­langan ng mga bata. Nangyari ang pambobomba habang abalang-abala ang mga tao sa paghahanda sa pagsalubong sa Bagong Taon.

Limang sunud-sunod na pambobomba ang na­ga­nap ng araw na iyon. Isang oras lamang ang pa­gitan. Unang binomba ang Plaza Ferguzon, Malate, Manila na malapit lamang sa US Embassy. Kasunod na binomba ay ang isang gasolinahan sa EDSA sa tapat ng Dusit Hotel, Makati kung saan ay dalawang pulis ang namatay. Kasunod niyon, su­mabog ang isang bomba sa cargo handling area ng Ninoy Aquino International Airport. Sunod na sumabog ang isang bomba sa bus na bumibiyahe sa EDSA patungong Cubao at isang pasahero ang namatay. Kasunod niyon ay ang malagim na pag­sabog sa LRT sa Blumentritt Station, Manila.

Blackpowder bomb umano ang ginamit na sang­kap ay ammonium nitrate. May timing devices at blasting caps na katulad sa dinamita. Apat katao ang magkakasunod na nadakip at sila ay pawang mga miyembro ng Jemaah Islamiyah. Ang Indonesian terrorists na si Mukhlis Yunos at Fathur Roh­man Al-Ghozi ang tinuturong nag-detonate sa bom­bang sumabog sa LRT. Napatay si Al-Ghozi maka­raang tumakas sa Crame noong Oct. 13, 2003. Si Yunos kasama sina Abdul Fatak Paute at Mama­sao Naga ay nahatulan ng 20-taon na pagkabi­langgo noong January 23, 2009.

Sariwa pa ang sugat na nalikha ng Rizal Day      bom­bing at matatagalan pa bago tuluyang mag­ hilom. Taun-taon habang ginugunita ang kama­tayan ni Jose Rizal, maaalala rin ang kamatayan ng mga inosen­teng mamamayan na biktima ng pambobomba. Ang pagbabantay ng awtoridad sa pakikipagtulungan ng mamamayan mismo ang makapipigil sa paglaganap ng terorismo. Hindi na dapat maulit ang Rizal Day bombing.

NAKAUGALIAN na ng mga Pinoy ang magpa­putok sa pagsalubong sa Bagong Taon. Hindi kailanman magiging kumpleto ang Bagong Taon kung walang paputok. Kaya naman taun-taon sa pagsalubong sa Bagong Taon ay lagi nang may nasusugatan, nabubulag, napuputulan ng daliri at namamatay. Karaniwan na ang ganito sa Pilipinas kung magpapalit ang taon.

Sa kabila na may kampanya ang pamahalaan laban sa mga paputok, marami pa rin ang nadidis­gras­ya. Marami ang hindi nadadala sa kabila na marami na ang nabulag at naputulan ng daliri o nag­buwis ng buhay. Ayon sa Department of Health, nasa mahigit 50 na ang mga napuputukan. Noong nakara­ang taon, maraming naputulan ng daliri at nabulag dahil sa pagpapaputok. Ngayong gabi, ina­asahang tataas pa ang bilang ng mga masusu­gatan at mapu­putulan ng daliri. Nakapangangamba na may mga magpapaputok ng baril sa kabila na may kampanya ang Philippine National Police. Para ma­kasiguro na hindi makapagpapaputok ang mga pulis, nilagyan ng NCRPO chief ng busal ang baril ng mga ito.

Hindi mapipigilan ang mamamayan sa pagdiri­wang ng Bagong Taon at lalo rin namang hindi mapi­pigilan ang pagbili ng mga paputok na mahihina   ang klase o walang kalidad. Kahit na mahirap ang buhay, marami pa rin ang bumibili ng paputok, gaya ng judas  belt, sawa, at kung anu-ano pang pampasa­bog, Hin­di nga kumpleto ang Bagong Taon kung wa­­lang paputok. Hindi magiging masaya kung wa­lang ingay. At sa tindi ng pagdiriwang hindi na nila nabibigyang-halaga ang kaligtasan. Wala nang pag-iingat sa sarili ang mga nagsisipagsaya at bara-bara na ang pagpapaputok. Wala nang halaga kahit ma­bu­lag o maputulan ng daliri.

Mas masarap salubungin ang Bagong Taon kung buo ang katawan kaya nararapat doblehin ang      pag-iingat. Maging alerto naman sa mga magpapa­putok ng baril. Huwag hayaang may mabiktima ang mga may “makakating daliri” sa gatilyo. Isuplong sila at nang maparusahan. Hindi na dapat maulit   ang kanilang masamang gawain na para lamang maka­pagyabang sa mga kainuman ay magpapa­putok ng baril. Isumpa ang mga magpapaputok ng baril mamayang gabi.

Lessons from a bad year 

As 2009 drew to a close, maritime authorities were verifying reports that at least 50 people were not on the manifest of the ferry Baleno-9, which sank on Dec. 26 off Batangas. All 50 are unaccounted for and are feared to be among those trapped in the roll-on, roll-off vessel. The failure to have an accurate passenger manifest, even after numerous deadly accidents, illustrated how ship owners flout maritime laws and regulations with impunity.

Impunity is born of the certainty that people can get away with breaking the law. It reigns not only in Maguindanao and the rest of the Autonomous Region in Muslim Mindanao but also in many other places and aspects of life in this country. The impunity that led to the Maguindanao massacre forced President Arroyo to show the nation that she was ending her alliance with the Ampatuans — though the resolution of the criminal cases filed against clan members will show whether the break is genuine.

Flouting laws against illegal logging, indiscriminate garbage disposal and illegal human settlement aggravated the unusually heavy rainfall dumped in Luzon by “Ondoy” and “Pepeng.”

But the worst of times also drew out the best in Filipinos, who gave relief goods, money, time, effort and even their lives to help victims of the massive flooding. Earlier in the year, at the height of the scare over A(H1N1), Filipinos also cooperated fully with health authorities to contain the spread of the flu.

In a year when the country narrowly escaped recession, thanks largely to the continuing remittances from overseas workers, President Arroyo and her allies led the way in profligacy, feasting on expensive dinners in the US while making a show of mourning for former President Corazon Aquino.

The worst of times also ended the seeming apathy of Filipinos, who showed a combination of grief, outrage and yearning for decency in public office by giving Cory Aquino a fitting tribute in her passing. There were moments of national jubilation during the year: boxing champion Manny Pacquiao and educator Efren Peñaflorida, among others, provided those moments. But Corazon Aquino’s death also gave the nation reason to hope for better times ahead. That enormous outpouring of affection for someone who gave the presidency dignity and respect put public officials on notice that Filipinos want change. Everyone must do his part to bring about changes in the coming year.
